I think because the Men of Port Kar were hardest on Their slaves. Since Many of Them were either Pirates or Slavers or both, and slaves were easy to obtain. Also, Port Kar was the only City whose buildings were built by slaves, so apparently there was more hard physical labor for the slaves to be employed in.

When one kils a warrior and makes Him die viewing the Sea of Thassa with His braking eyes the winner takes it all .... the goods and benefits of the dead warrior. He is the legal hereditor becaus He showed the dieing warrior the mercy to the see Thassa a last time.

There is another custom which is rare on Gor, i found that quote at Luther´s
Port Kar has a number of other interesting quirks. It is one of the few cities on Gor that welcomes strangers. Port Kar will generally accept anyone into their city and does not immediately treat them as an enemy. Thus, it is a good refuge for outcasts from other cities.

Dak, by the books, Port Kar does not recognized Free Companionships at all. In Port Kar, a Man can, however, claim a Free Woman as "His Woman", but that is not the same as a Free Companionship at all. The arrangements and legal trappings do not accompany it.
