I know that I have only been here a very short time ... but my thoughts are that captains are the protectors of the city and they are the ones that are probably the most involved in it's well being ... I think they should be the only to collar to GS ... I know that most nights Paedur has been in the Tavern ... from my knowledge the Piazza is safe to the uncollared ... also there is an email addy and ways to contact the captains of these things ... so would it not be at probably at the most a 24 hour wait before a slave could be collared by a captain
