IMO it appears that some have forgotten that when they pledge to GS they pledge their honor, loyalty and steel to the Council of Captains of Gorean Shores, and obedience to the decisions of the Council.
The Council makes decisions for all of GS,Free and slaves alike, that is why Council is there as the governing body, same as the governing bodies of any country, state, province, city, town etc;
At times we may not like some decisions but we live with them. We are also afforded the avenue to have a venue to express any dissent at the forums.

Fresh Start is no good really, how often will you have to do it? The issues need to be tackled first, else the same shit in different contexts will keep reappearing over time. The thing I have noticed also with the New Boards, is there are not many sections.
I know on the Old Boards GS had many sections, some were rarely used, but at least it directed some issues to other areas.
There used to be an Announcements Section which dealt with all the Administration/Council decisions, an Introduction Section to get to know each other, which I also consider to be a huge problem here in terms of Community building. A Free Man and Free Woman area for education, Mentoring or discussing outright issues, but the addition of a Courtroom type Section could deal with serious issues and once dealt with can be moved to a Trash Bin type folder in the Council section for reference. That way the problems do not remain to the public eye after they are resolved.

Zoran, to be honest, most sites do have problems, every Gorean realm has issues, it is the same with eveywhere, there is no ideal "medium" created to unify a Gorean identity, for each Person or Persona views their Gor differently from the next Man, it leads to clashes of ideals, of homes, of testosterone. It really is a no win situation, people change through homes all the time and then end up starting their own home because then they can run a "True" Gor theme, get 2 or 3 people, a bunch of slaves, and call themselves a real Gorean force. That is WHY the entire online Community right now is so far spread and wide, with so many Duallers, Fakes and people just interested in Roleplay more than the Gorean Ethos (Not disrespecting RP at all here btw). Everyone starts their own site, is their own Boss, and ends up with nothing and it is online Gor that suffers through it.

I think the Top 100 resets every now and again, it really depends on how many really do click, some no doubt use bot scripts which can go through different servers to keep voting every now and again. Well, am not saying this is how it is done on Gor Top 100's, but I know it is done in various Gaming Charts.

i know orli, it always amazes me to see steel dawn up there, the owner of that site must have all his other rooms voting for gor there, because there are never ppl there....what concerns me most is when i wanted a break back over a year ago, i went to the top site on that list thinking that would have the most ppl, it didn't have many, but that is the assumption ppl will make
